The shift

For years, the safest way to hire technical talent seemed obvious: find the strongest coder, verify the credentials, test the technical depth, and make the offer. That model is becoming incomplete.

The reason is not that technical skill matters less. It is that technical skill is only one part of performance in an environment where tools, architectures and workflows can change faster than job descriptions.

AI is accelerating that change. Routine technical work is increasingly supported by powerful tools, while the value of framing the right problem, making trade-offs, understanding context, communicating decisions and adapting to unfamiliar systems becomes more visible.

The question for hiring leaders is therefore changing from “Can this person do today's task?” to “Can this person continue to create value as the task changes?”

Capability-based hiring does not mean “hire less technical people.” It means evaluate technical ability in the context of the capabilities that make technical ability useful.

1. When technical skill is not enough

A technically excellent employee can still struggle when the work is ambiguous. They may produce elegant code for the wrong problem, optimize a component nobody needs, or wait for perfect requirements while the business is changing around them.

Conversely, a candidate with slightly less depth in one specific tool may outperform a narrowly specialized candidate because they learn quickly, ask better questions, understand the customer, collaborate across functions and make sound decisions with incomplete information.

This is especially relevant when technologies change rapidly. The World Economic Forum's Future of Jobs Report 2025 says employers expect 39% of workers' existing skill sets to be transformed or become outdated by 2030. That makes the old “resume + technical interview” model increasingly incomplete. The strongest signal is often what a person has demonstrated — not merely what their title suggests they can do.

2. What capability-based hiring actually means

Capability-based hiring starts by breaking a role into the abilities required to produce successful outcomes. It asks what the person must be able to do, learn, decide, communicate and improve.

It also separates skills that are truly essential from skills that can be learned after joining. That distinction can materially expand a talent pool without lowering the bar.

3. The capability stack behind high-performing employees

A useful capability model combines technical competence with the capabilities that determine whether technical competence translates into business value.

Enough depth to execute, evaluate trade-offs, understand constraints and work credibly with specialists.

Problem solving

Ability to decompose unfamiliar problems, form hypotheses, test assumptions and reach sound decisions.

Speed at learning new tools, domains and workflows without needing every step prescribed.

Communication

Ability to explain complexity, challenge respectfully, listen, collaborate and create alignment.

Commercial judgment

Understanding what matters to the customer, the business, the user and the economics of the solution.

06 · OWNERSHIP

Execution

Ability to move from ambiguity to action, take responsibility and deliver without constant supervision.

These capabilities are not a replacement for technical standards. They are the layer around them that determines whether a technically capable person can perform in the real operating environment.

4. How to assess capability without making hiring subjective

The biggest objection to capability-based hiring is legitimate: How do you measure something like adaptability or judgment consistently?

The answer is not to replace objective assessment with gut feeling. It is to create better evidence.

Define the outcome

Write down what success looks like in the first six to twelve months. A candidate should be evaluated against the actual work, not an abstract idea of a “great employee.”

Separate capabilities

Identify the technical, cognitive, behavioral and business capabilities that matter. Label each as essential, important or learnable.

Use work samples

Give candidates a realistic problem: architecture review, debugging scenario, customer case, prioritization exercise or short simulation. Ask them to explain their reasoning.

Probe decisions, not stories

Behavioral interviews become stronger when interviewers ask what the candidate actually decided, why, what changed, and what happened next.

Score evidence

Use a consistent rubric. Do not let charisma, school prestige or one brilliant interview answer overwhelm the broader evidence.

Good capability assessment is structured, observable and role-specific. It should widen the talent pool while making the decision more rigorous — not less.

5. Keep technical standards high

Capability-based hiring is sometimes misunderstood as an argument against technical excellence. It is not.

A senior security engineer still needs security depth. A machine-learning engineer still needs strong engineering and mathematical reasoning. A cloud architect still needs architecture expertise.

The shift is about what happens after the technical threshold is met.

6. The capability-based hiring strategy

For enterprise hiring teams, the practical shift can happen in five moves.

Rewrite roles around outcomes

Replace long lists of technologies with a clear description of the business problem, ownership, constraints and measurable outcomes.

Build a capability matrix

Map every role across technical depth, problem solving, learning agility, communication, domain knowledge and execution. Set role-specific thresholds.

Expand the search intelligently

Look beyond exact title matches. Consider adjacent industries, transferable skills, internal talent, non-linear careers and global talent pools.

Assess through evidence

Combine structured interviews with work samples, practical exercises, portfolio evidence and calibrated scoring.

Hire for the next version of the role

If a role is likely to change within two years, do not optimize exclusively for today's toolset. Hire the capability to evolve with it.

7. The executive checklist

Before approving a hiring process, ask:

  • Are we evaluating the work the person will actually do?
  • Which capabilities are genuinely non-negotiable?
  • Which requirements are habits inherited from an old job description?
  • Are we measuring practical performance, not just interview performance?
  • Can a strong candidate prove capability through a realistic work sample?
  • Are we accidentally filtering out adjacent or non-linear talent?
  • Are technical standards calibrated to the level of the role?
  • Are we measuring learning agility where the technology is changing quickly?
  • Do interviewers use the same evidence-based scoring rubric?
  • Would the person we hire still be valuable if today's preferred tools changed?

Hire for what lasts.

The strongest workforce is not built by predicting exactly which tools will win. It is built by finding people who can learn, reason, adapt and deliver — then giving them the environment to do it.
